2023 REVALUATION IN SCOTLAND

 

Business Rates are the non-domestic rates paid for the right to occupy commercial property and are often the second largest property cost after rent. The next non-domestic rates revaluation in Scotland will take effect in 2023, based on a Tone (valuation) Date of 1 April 2022.

There has been a radical overhaul of Rating legislation. Revaluations will move to 3-yearly with a 1-year antecedent tone date.

The current business rates appeal system is proposed to be replaced with a 2-tier detailed proposal and then an appeal process in a very short timeframe. Legislation will also restrict other categories of appeal, including Material Change of Circumstances and Error appeals.
