SHORT BIO

Marc is an experienced town planning consultant of over 20 years and has a successful track record for delivering high profile and complex development projects.  He has extensive experience in all aspects of land use planning including the commercial, residential, industrial, development land and retail sectors.

Marc represents a range of developers and investors promoting residential, commercial and mixed-use schemes.  He also acts for the public sector, representing a number Scotland’s NHS Trusts and Local Authorities, providing and implementing planning strategy advice primarily related to property disposals. 

He is not only an active member of the RTPI in Scotland but is also an Associate Member of Homes for Scotland, sits on the Planning and Development Committee at the Scottish Property Federation and advises Scottish Land and Estates in planning policy matters. 

EXPERIENCE

Socially Conscious Capital / Wemyss and March Estate

Planning adviser for proposals to expand the village of Longniddry (East Lothian) by some 450 new homes along with the renovation and reuse of a listed farm steading. This involved the successful promotion of the site as a residential led, mixed use allocation in the emerging Local Development Plan, followed by preparation and negotiation of a major planning application underpinned by a masterplan. The Planning Permission in Principle application was approved in June 2017.

Kingsway East, Dundee

Secured Planning Permission in Principle for a major, mixed-use masterplan proposal on a former industrial site on behalf of I&H Brown and Lidl. The proposal comprised food retail, pub restaurant, coffee drive-thru, car showroom and other traditional employment uses.  The site was subject to a long-standing employment allocation within the local planning policy framework. Marc developed a planning strategy to overcome this legacy allocation, which combined market demand and supply analysis with a planning justification centred on the promotion of commercial uses as enabling development.

Forth Valley NHS Trust & Bellsdyke Consortium

Provides planning strategy advice and implements key planning initiatives (local development plan promotion and planning applications) in relation to the ongoing redevelopment of the former Bellsdyke Hospital, Falkirk. Coordinating the production of a major, mixed-use masterplan proposal on land previously allocated for employment use.

CALA Homes (West)

Leading a team of consultants through the process of developing a major, residential-led masterplan for a 48 hectare greenfield site near Falkirk. The proposals envisage circa 1,000 new homes with associated works, community infrastructure and commercial facilities. Marc delivered a masterplan for submission to the emerging LDP which balances the client’s aspirations for large scale residential use with the needs of the local community and includes key features and physical constraints of the site itself.

Alvie Estate

Retained as planning adviser to and responsible for, developing an estate wide development framework as well as securing and promoting development opportunities on an ad hoc basis across the estate’s property portfolio.
