Brian is a chartered town planner with more than 41 years of experience in both public sector (11 years) and private sector (30 years). During that time he has advised on many of the largest, most complex, and most sensitive development projects in Scotland.
Brian is a graduate of the Glasgow School of Art (Planning School). Following 11 years as a planning officer in local authorities, latterly as Head of Development Control for Clydebank Council, Brian transferred to consultancy establishing the first Scotland office of Turley Associates. After 15 years as a director of Turley, Brian, together with Robert Evans and Adrian Smith, established Muir Smith Evans in 2004. MSE operated as a niche practice, offering senior advice.

In his role as a consultant, Brian has advised on over a thousand projects since 1989 in all sectors and for a wide range of corporate and private clients. He has established a strong reputation for the provision of planning advice which is commercially-aware, sound, and focused on outcomes.The advice provided is honest and clear, even when that can be difficult for the client to hear. He is skilled in presenting to committees and public forums, and acting as an expert witness.

Has advised on all planning strategy and tactics for the redevelopment of the former Western Infirmary, including the Campus Development Framework and the subsequent Masterplan. Secured planning permission in principle for the redevelopment of the site to deliver the new Western Campus. Has also provided planning advice on a wide range of development projects including the Small Animal Hospital, The Beatson Institute and the BHF Cardiovascular Research Centre.
